Allocates one-half of 0.001% of general excise tax revenues quarterly to the special land and development fund for the Hawaii statewide trail and access program.

Allocates one-half of 0.001% of general excise tax revenues quarterly to the state parks special fund for state park operations and maintenance.

Amends section 171-19 to include the general excise tax allocation as a funding source for the special land and development fund.

Amends section 184-3.4 to include the general excise tax allocation as a funding source for the state parks special fund.

Becomes effective upon ratification of a constitutional amendment requiring the 0.001% general excise tax appropriation for these two funds.
