Prohibits any person from removing fresh water from Hawaii's streams, springs, watercourses, wells, aquifers, or other water sources for the purpose of bottling and selling outside the State.

Exempts desalinated seawater and municipal use of fresh water from the prohibition.

Amends Chapter 174 of the Hawaii Revised Statutes by adding a new section establishing the bottling prohibition.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.
