Designates the Honor and Remember Flag as Hawaii's official emblem to recognize and honor fallen members of the United States Armed Forces who died in the line of duty.

Adds a new section to Chapter 5 of the Hawaii Revised Statutes establishing the Honor and Remember Flag as the State's symbol of service and sacrifice.

The flag's design elements include a red field representing brave servicepersons, a blue star symbolizing active military service, a white border recognizing the purity of sacrifice, a gold star signifying the ultimate sacrifice, and a flame representing the eternal spirit of the departed.

Takes effect upon approval.
