Notes that HUD forwarded the matter to its Office of General Counsel to determine whether Act 17 affects additional federal programs beyond Community Planning and Development funds.

States the legislature finds repeal necessary due to conflicts with federal law, despite the original intent to stimulate the local economy and boost employment.

Takes effect upon approval.
