Requires firearm owners or persons in lawful possession to report lost or stolen firearms to the police within 72 hours of discovery.

Makes violation of the reporting requirement a misdemeanor offense.

Exempts persons who report firearms as lost or stolen from penalties under firearm storage and registration statutes.

Amends the criminally negligent storage statute to exclude applicability when a firearm has been reported as lost or stolen.

Provides an affirmative defense to absolute liability for firearm injuries if the weapon was reported stolen pursuant to the new reporting requirement.
