Limits tort liability for land owners who transfer conservation easements to the State by affording them the same protections as owners who permit recreational use under Hawaii Revised Statutes section 520-4(a)

Land owners transferring conservation easements owe no duty of care to keep the easement safe for entry or use by others, or to provide warning of dangerous conditions, uses, structures, or activities on the easement

Prohibits the State and its officers and employees from incurring any obligation, debt, claim, cause of action, or liability related to conservation easements, regardless of benefits received

Takes effect upon approval
