Requires the Department of Education to submit reports to the Hawaii National Guard Youth Challenge Academy twice yearly (January 15 and July 15) containing names, last known addresses, and dates of attendance of students who have dropped out of high school.

Applies only to students aged 16-17 who are no longer enrolled, have not provided transfer or graduation information, and have not obtained a high school diploma or GED certificate.

Mandates the DOE provide written notice to parents or guardians of students under 18 at least 30 days before disclosing information, allowing them to object to the disclosure.

Excludes students receiving medical care preventing attendance, enrolled in foreign exchange or early college programs, participating in job corps or apprenticeships, or excused for other acceptable reasons.

Requires the Hawaii National Guard Youth Challenge Academy director to certify that provided information will not be shared with other parties except as necessary for student recruitment and retention.
