Adds five new definitions to Hawaii's procurement code: "service-connected disability," "service-disabled veteran," "service-disabled veteran-owned small business," "veteran," and "veteran-owned small business."

Defines a veteran as a person who served in the armed forces for at least six months, for the duration of hostilities, on hardship discharge, or was released due to service-connected disability with honorable discharge.

Requires at least 51% ownership by veterans or service-disabled veterans living in Hawaii, with home office located in the state, and annual verification by the chief procurement officer.

Mandates that of the 20% of state annual purchasing set aside for small businesses, a combined minimum of 3% must be awarded to veteran-owned and service-disabled veteran-owned small businesses.

Takes effect July 1, 2012.
