Establishes a new chapter in Hawaii Revised Statutes to regulate zipline and canopy tour operators with standards based on Challenge Course Standards: Association for Challenge Course Technology.

Requires operators to obtain annual permits from the Department of Labor and Industrial Relations and undergo inspections by the department or certified QCCP inspectors within 30 days of initial operation and annually thereafter.

Mandates operators maintain commercial general liability insurance with minimum limits of $1,000,000 per person/$2,000,000 aggregate for injury or death and $50,000 for property damage, plus maintain records for five years.

Requires operators to notify the department within 24 hours of any fatality or serious physical injury occurring during zipline or canopy tour use and authorizes the department to order temporary cessation of operations for non-compliance with safety standards.

Sets annual permit fees at $100 per zipline or canopy tour, inspection fees at $100 (waived if QCCP inspector certification provided), and QCCP inspector certification fees not to exceed $50.
