Establishes administrative inspection authority for department of land and natural resources agents to inspect commercial fishers' licenses, permits, catch containers, and vessels within the West Hawaii regional fishery management area without requiring probable cause.

Requires commercial fishers operating in West Hawaii to consent to administrative inspections as a condition of receiving or maintaining a commercial license, permit, or registration.

Mandates licensed fishers physically possess their license, permit, or registration at all times while fishing in West Hawaii and prohibits allowing others to carry or display the license unless authorized by the department.

Provides that evidence obtained through warrantless administrative inspections cannot be used in criminal proceedings but may only be used for civil penalties, fines, community service, or asset forfeiture.

Allows immediate suspension of a fisher's license and possible revocation if they refuse to produce required documentation or refuse consent to container or catch inspections.
