Requires counties with populations exceeding 500,000 to place blue and white signs identifying each public beach access that has been dedicated for public use by right-of-way or easement.

Mandates counties with populations exceeding 500,000 to place yellow and black signs at all public beach access points to inform emergency personnel of available beach access locations.

Establishes that county-approved signage under the bill is conclusively presumed to be legally adequate notification of public beach access or right-of-way.

Effective July 1, 2011.
