Establishes the Hawaii legacy trust fund as a separate fund within the Hawaii Community Foundation to encourage financial investments supporting conservation, reforestation of native trees, environmental stewardship, sustainable food and energy production, affordable housing, public education, and programs benefiting keiki and kupuna.

Fund accepts contributions from federal and state governments, private corporations, businesses, foundations, and individuals, with aggregate principal and earnings invested to maximize returns while preserving principal.

Creates a five-member Hawaii legacy trust fund advisory board to recommend fund expenditures, including members selected by Hawaii Community Foundation, a service organization representative, an arborist or tree care professional, a forest finance expert, and the chairperson of the board of land and natural resources as an ex officio voting member.

Establishes a Hawaii legacy trust fund coalition with open membership to develop policy, strategy, and public-private fundraising efforts while serving as a forum for conservation, reforestation, environmental stewardship, sustainability, affordable housing, and public education issues.

Designates the department of land and natural resources as lead public sector agency; requires Hawaii Community Foundation to submit annual audits to the department and maintain records accessible to state oversight authorities; provides that any unspent state appropriations revert to general fund upon termination.
