Requires motor vehicle insurance companies to issue insurance identification cards containing a magnetic strip or microchip to verify coverage at retail service stations before gasoline is dispensed.

Adds magnetic strip or microchip technology as a fifth required element on motor vehicle insurance identification cards under Hawaii Revised Statutes Section 431:10C-107.

Directs the insurance commissioner to adopt rules by January 1, 2013 establishing requirements for insurance verification databases and prohibiting gasoline dispensing without current coverage verification.

Exempts gasoline dispensed into approved containers and vehicles not subject to motor vehicle insurance requirements from the verification requirement.

Rules implementing the Act take effect July 1, 2013, with the identification card requirement also effective July 1, 2013.
