Transfers regulatory authority over cable operators and cable service from the Department of Commerce and Consumer Affairs to the Public Utilities Commission (PUC).

Amends Chapter 269 (public utilities) to include cable service within the PUC's jurisdiction and redefines "telecommunications service" to include cable service as defined in Chapter 440G.

Updates Chapter 440G (cable television systems) by replacing all references to the "director" of commerce and consumer affairs with the "public utilities commission" throughout franchise application, approval, renewal, rate-setting, and enforcement provisions.

Transfers all cable-related appropriations, records, equipment, and employees from the Department of Commerce and Consumer Affairs to the PUC, with protections for employee tenure, benefits, and seniority.

Takes effect on July 1, 2012.
