Establishes a new office of the sheriff within the department of the attorney general, consisting of a sheriff, first deputy sheriff, and additional deputies as needed.

Transfers all functions, authority, and obligations related to the sheriff's office from the department of public safety to the attorney general effective January 1, 2013, including service of process, execution of court orders, and security of state buildings.

Grants the attorney general authority to appoint and remove sheriffs and deputy sheriffs without civil service requirements, though appointees retain eligibility for state employee benefits.

Authorizes sheriffs and deputy sheriffs to exercise all powers of police officers, including powers of arrest, in connection with their duties.

Exempts Kalawao county sheriff from the new provisions except those related to service of process and execution of court orders; effective date is July 1, 2012.
