Requires employers to provide a minimum amount of paid sick and safe leave to employees for caring for themselves or family members who are ill, need medical care, or are victims of domestic violence, sexual assault, or stalking

Establishes paid sick and safe leave as a new statutory chapter rather than part of Hawaii's existing Family Leave Law

Extends coverage to non-civil service public employees under the provisions of this law

Directs the Director of Labor and Industrial Relations to create and distribute informational posters in languages currently used for publicly distributed materials

Allows employees to file complaints directly with the Director of Labor and Industrial Relations regarding violations of the paid sick and safe leave requirements
