Establishes a 5 percent bid preference for native Hawaiian businesses certified by the Office of Hawaiian Affairs when spending public funds for services.

Requires the Office of Hawaiian Affairs to establish certification criteria and annually certify qualifying businesses, with a minimum ownership threshold by native Hawaiians or Hawaiians to be determined by OHA.

Authorizes the Office of Hawaiian Affairs to charge a processing fee for business certification.

Requires certified native Hawaiian businesses to notify OHA within ten business days of any ownership change and to reapply for certification.

Adds fostering the development and growth of native Hawaiian-owned businesses as a state economic objective in Hawaii's general economic policy.
