Creates a wildlife recovery and rehabilitation special fund within the state treasury to support operations of an environmental disaster response facility for recovering and rehabilitating native wildlife sickened, injured, or contaminated by oil or fuel-related disasters in Hawaii.

Increases the state environmental response, energy, and food security tax on petroleum products from $1.05 to $1.07 per barrel, with 2 cents of the increase dedicated to the new wildlife recovery fund.

Designates that 2 cents per barrel from the environmental response tax be deposited into the wildlife recovery and rehabilitation special fund, while maintaining existing allocations to other funds (environmental response, energy security, energy systems development, and agricultural development).

Restricts fund expenditures solely to supporting the environmental disaster standby and response facility for native wildlife recovery and rehabilitation purposes.

Takes effect July 1, 2012, with modifications to the environmental response tax structure taking effect July 1, 2015.
