Adds a new section to Chapter 205, Hawaii Revised Statutes, to impose a surcharge on land reclassifications approved by the state land use commission or county land use decision-making authorities.

Surcharge applies only when a reclassification results in an increase in the assessed value of the reclassified land.

Surcharge amount equals the increase in assessed value of the reclassified land as determined by the commission or appropriate county authority.

Full payment of the surcharge to the state general fund is required before any land reclassification approval becomes effective.

Takes effect upon approval.
