Requires the Department of Public Safety to develop a plan to reopen the Kulani Correctional Facility by December 31, 2012, including an implementation process to transfer and house inmates.

Directs the reopened facility to prioritize sex offender treatment rehabilitation services, which were described as among the most successful programs in the country.

Requires the Department of Defense to cooperate in transferring the Kulani facility back to the Department of Public Safety and mandates the department assist in identifying alternative sites for the Youth Challenge Academy currently housed there.

Prioritizes rehiring former Kulani and Hawaii Community Correctional Center employees when reopening the facility, including those who were bumped, terminated, or transferred during the 2009 closure.

Appropriates $300,000 for fiscal year 2012-2013 to fund plans and design of a new housing facility for the Youth Challenge Academy at the Keaukaha Military Reservation.
