Grants exclusive jurisdiction to circuit courts to review protests of contract solicitations or awards with an estimated value of $5,000,000 or greater

Requires parties initiating protests on contracts under $5,000,000 to post a cash or protest bond of $10,000 plus one percent of the total estimated contract value; bond is forfeited if the protesting party does not prevail

Makes technical amendments to clarify procedures for judicial review, including transmission of administrative records and standards of review by the circuit court

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings that arose before the Act's effective date
