Amends Hawaii Revised Statutes Section 132-9 to modernize and clarify county fire chiefs' authority to review building plans and specifications for fire code and life safety compliance.

Expands fire chiefs' jurisdiction to require plans and documentation for construction, alteration, rehabilitation, or addition to any building, structure, or property regardless of occupancy type or size.

Includes authority to review plans for changes in building use or occupancy, and installation or alteration of fire protection and life safety systems, including one- and two-family dwellings.

Requires all work to be approved by the county fire chief and other agencies with jurisdiction before construction commences and before permits are issued.

Applies to the State, counties, municipal subdivisions, their officers, and private persons, replacing outdated statutory language that had not been updated in over thirty years.
