Amends Hawaii Revised Statutes Section 188-31 to change how violations for unlawful taking of aquarium fish are assessed and penalized.

Requires that fines or penalties shall apply to each individual saltwater fish, freshwater non-game fish, or aquatic life specimen taken without a permit, rather than per species taken.

Clarifies that the department may adopt rules establishing penalties that apply on a per-fish basis for violations of aquarium fish permit requirements.

Exempts proceedings and penalties that occurred before the effective date from the new per-fish penalty structure.

Takes effect upon approval.
