Authorizes the Board of Land and Natural Resources to impose temporary management measures for aquarium fish in the West Hawaii regional fisheries management area, including bag limits, seasonal take prohibitions, and species moratoriums if populations are jeopardized.

Requires the board to consider public and departmental input at publicly noticed meetings when establishing or lifting species management actions, with population status reviews during five-year reviews or sooner if warranted.

Establishes penalties of loss of commercial marine license and aquarium permit for not less than one year for violations of species management actions.

Mandates the Department of Land and Natural Resources establish a limited entry program for commercial aquarium fishers in the management area by January 1, 2014.

Requires commercial aquarium fishers to submit daily catch reports by the end of each fishing trip and present reports for inspection by authorized department agents upon request.
