Amends the minimum number of resident member nominees that the Residency Advisory Board of the Hawaii Public Housing Authority must submit to the Governor for Board of Directors appointment consideration.

Reduces the required number of nominees from five to a flexible range of no less than three but no more than five candidates.

Addresses delays in filling the resident member seat when the Residency Advisory Board cannot identify five qualified candidates, which can leave the position vacant for extended periods.

Ensures Hawaii maintains compliance with United States Department of Housing and Urban Development requirements that the Board include a resident member.

Guarantees residents maintain representation and voice on the Hawaii Public Housing Authority Board of Directors.
