Authorizes the Department of Transportation to establish toll roads for motor vehicle traffic in Hawaii to alleviate traffic congestion and provide dedicated revenue for highway and road maintenance.

Requires that no toll road may be constructed or designated unless an alternative toll-free route is available for public use.

Department of Transportation testified in support of the measure.

Hawaii Transportation Association and one individual testified in opposition.

Committee on Finance recommends passage on Third Reading.
