Exempts airport structures and improvements necessary to comply with Federal Aviation Administration regulations from special management area (SMA) minor and use permit requirements.

Authorizes the board of land and natural resources to exempt state projects from SMA permit and shoreline setback variance requirements when the state is the contracting agency and funding includes state or federal funds.

Excludes repair, maintenance, or modification of existing buildings, utilities, roadways, parking lots, and other structures within state-owned parcels funded by state or federal funds from the definition of "development" under coastal zone management law.

Sunsets on June 30, 2015, with existing state projects funded before that date allowed to continue under the bill's provisions.
