Repeals chapter 171C, Hawaii Revised Statutes, which established the public land development corporation created by Act 55, Session Laws of Hawaii 2011.

Legislature finds that powers granted to the public land development corporation exceed what is necessary and may threaten protections for native Hawaiian traditional customary rights and natural and cultural resources.

Legislature determines that chapter 171C does not ensure an appropriately culturally-sensitive public land development program and contains overly broad exemptions that remove important planning and management tools.

Aims to encourage use of the existing system for public land development to achieve economic, environmental, and social benefits for the State.

Takes effect upon approval.
