Amends Chapter 11, Hawaii Revised Statutes to establish a "resign-to-run" requirement for elected state and county officers.

Elected officers who become candidates for another elective state, county, or federal office are deemed to have resigned upon registering with the campaign spending commission under section 11-321, provided the new office's term begins before the current term ends.

Vacancies created under this provision shall be filled according to applicable law.

Takes effect upon approval.
