Amends section 103D-303(i) to prohibit non-selected offerors who accept a conceptual design fee from filing a protest under section 103D-701.

Allows conceptual design fees to be paid to non-selected offerors submitting technically responsive proposals for design-build construction projects exceeding $1,000,000.

Modifies Act 175 (2009) sunset provision by repealing only section 1 on July 1, 2012 instead of multiple sections, allowing sections 103D-102 to remain in effect.

Maintains increased dollar amounts for small purchases subject to policy board rules by removing the sunset provision on Act 175's procurement thresholds.

Takes effect June 30, 2012.
