Requires Campaign Spending Commission to maintain all campaign finance reports in a searchable online database allowing public to search by any identifying element, aggregate totals, and download data.

Expands reporting requirements to include contributions made by noncandidate committees, late expenditures within three days of elections, and detailed itemization of expenditures for consultants and advertising agencies.

Mandates disclosure of "top five donors" in all advertisements paid for by entities other than candidates or candidate committees, displayed prominently in the advertisement.

Broadens Commission authority to assess fines against any "person" (including corporations and noncandidate committees) for failure to file reports or filing defective reports, and requires filing of electioneering communication statements within 24 hours.

Repeals section 11-332 requiring corporations to file separate reports on treasury contributions; clarifies that electioneering communications include electronic broadcast advertisements and requires additional donor disclosure information in statements of information.
