Amends Section 281-31, Hawaii Revised Statutes to prohibit issuance of Class 4 retail dealer liquor licenses to retailers whose premises at a single location measures 100,000 square feet or more.

Class 4 licenses authorize the sale of liquor at retail in original packages, with three categories: general liquor (excluding alcohol), beer and wine, and alcohol.

Restriction applies to the location where liquor would be sold or stored, preventing large-format retailers from obtaining retail liquor licenses.

Effective date: July 1, 2012.
