Adopts the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act to establish exclusive jurisdiction rules for guardianship and conservatorship appointments across states.

Establishes priority for jurisdiction based on respondent's home state (where physically present for at least 6 consecutive months), significant-connection states, and emergency circumstances.

Allows courts to communicate and cooperate with other state courts, including requesting evidentiary hearings, evaluations, testimony, and medical or financial information for guardianship proceedings.

Provides procedures for transferring guardianships or conservatorships between states, including provisional and final orders, and allows registration of orders from other states in Hawaii courts.

Takes effect January 7, 2059, and applies to guardianship and protective proceedings begun on or after the effective date, with specified provisions applying to earlier proceedings regardless of whether orders have been issued.
