Requires electronic communication service providers operating in Hawaii to retain subscriber and user records for at least two years to assist law enforcement in prosecuting crimes committed using electronic communications technologies.

Mandates retention of subscriber information including name, address, phone connection records, service duration, subscriber numbers, and payment method information.

Requires providers to maintain logs of temporarily assigned network addresses and internet destination history information including IP addresses, domain names, and host names.

Allows governmental entities to obtain retained records through valid subpoena, warrant, or court order from federal or state courts, but prohibits disclosure to non-governmental entities.

Takes effect on January 1, 2013.
