HB 2227 - Birth Certificate Gender Designation Changes

• Allows the Department of Health to issue new birth certificates reflecting a changed gender designation upon receipt of a written request and notarized statement from a licensed physician.

• Physician affidavit must state the gender designation was entered incorrectly on the original certificate or that the registrant has undergone sex change operation.

• For cases involving hormonal or non-surgical gender transition treatment, requires a court order to establish medical evidence supporting the gender designation change.

• New birth certificates shall not reveal the original certificate language or that the certificate was amended.

• Sealed documents containing the original certificate and supporting evidence can only be opened by court order, not by request of the birth registrant.
