Establishes a $50 civil fine per violation for employers who fail to provide a location or post required notice, with fines deposited to the state general fund.

Provides exemption for covered employers who demonstrate compliance would impose undue hardship, determined by comparing compliance difficulty or expense to the employer's size, financial resources, nature, and business structure.
