Establishes an emergency management task force within the legislative reference bureau to review Hawaii's civil defense and emergency management laws, including chapters 127 and 128 of the Hawaii Revised Statutes.

Task force composition includes co-chairs from the House and Senate public safety committees, chairs from judiciary committees, representatives from the Department of Defense, county civil defense directors, and representatives from state and county fire and police departments, with additional appointments by the governor and legislative minority leaders.

Requires the task force to submit findings and recommendations consistent with national guidelines for emergency management and homeland security, including any proposed legislation, to the legislature no later than twenty days before the 2013 regular session convenes.

Task force is dissolved on June 30, 2013, with the legislative reference bureau providing administrative support.

Act takes effect upon approval.
