Establishes an Archaeological Permit Special Account within the Hawaii Historic Preservation Special Fund to receive all archaeological permit fees collected

Requires moneys in the Special Account to first cover administrative and operational costs of managing the archaeological permit system

Phases in archaeological permit fee increases from $50 to $500 beginning January 1, 2012, and from $500 to $1,000 beginning January 1, 2013

Exempts persons conducting archaeological activities for strictly educational purposes or community benefit from the increased permit fees

Requires the Board of Land and Natural Resources to amend administrative rules to specify that archaeological permit fees be deposited into the Special Account
