Requires veterinarians in Hawaii to complete a minimum of 20 credit hours of continuing education during each two-year licensing period, effective June 30, 2016.

Defines "continuing education courses" as those approved by the board of veterinary examiners, Hawaii Veterinary Medical Association, American Association of Veterinary State Boards' Registry, or other board-approved organizations.

Exempts veterinarians who graduated from an accredited veterinary school within one year of their first license renewal from the continuing education requirement for that renewal.

Establishes that licensees must certify compliance with continuing education requirements at renewal and allows the board to conduct random audits with 60-day verification periods.

Makes false certification of continuing education compliance grounds for license revocation or suspension, and adds continuing education compliance as a requirement for license restoration after forfeiture.
