Amends Hawaii Revised Statutes Section 103D-302(b) to allow bidders on construction contracts an additional two days after the bid closing deadline to submit the names of joint contractors or subcontractors and describe their work scope.

Requires that bids shall not be opened until after the two-day period for submitting contractor and subcontractor information has closed.

Permits construction bids that do not comply with contractor/subcontractor disclosure requirements to be accepted if the value of non-compliant work is equal to or less than one percent of the total bid amount and acceptance is in the State's best interest.

Takes effect upon approval.
