Allows nonresident military spouses to obtain professional and vocational licenses through endorsement or reciprocity if licensed in another state with equivalent or higher requirements.

Permits issuance of temporary licenses to qualified nonresident military spouses under certain conditions.

Requires licensing authorities to expedite consideration and issuance of licenses to nonresident military spouses who meet qualification standards.

Does not mandate licensing authorities to accept applicants who do not meet equivalent licensing standards in their field.

Effective date: July 1, 2012.
