Amends Section 27-43, Hawaii Revised Statutes to clarify the composition of the information technology steering committee as consisting of eleven members.

Specifies appointment authority: four members appointed by the senate president, four members appointed by the speaker of the house of representatives, one member appointed by the chief justice, and one member appointed by the governor.

Designates the chief information officer as chair of the committee and requires the committee to periodically evaluate itself.

Maintains committee responsibilities including developing IT strategic plans, assessing departmental progress, selecting technology projects based on impact and risk, and clarifying roles of the information and communication services division.

Requires committee representation from executive branch departments, large user agencies (including the Department of Education and University of Hawaii), the judiciary, the legislature, and private individuals.
