Adds new exemption for separated (retired) state and county law enforcement officers to carry concealed firearms without a permit, provided they comply with 18 U.S. Code Section 926C (the Law Enforcement Officers Safety Act).

Renumbers existing exemptions in Hawaii Revised Statutes § 134-11(a) from (2)-(6) to (3)-(7) to accommodate the new retired officer provision as subsection (2).

Maintains existing requirement that active state and county law enforcement officers cannot carry firearms if convicted of an offense involving abuse of a family or household member under § 709-906.

Takes effect upon approval by the governor.
