Establishes age restrictions for all-terrain vehicle (ATV) operation: minimum 8 years old for vehicles under 70cc displacement, 12 years old for 70-90cc, and 16 years old for vehicles over 90cc displacement.

Requires minors under 16 years old to operate ATVs only with parental consent and direct supervision of a parent, guardian, or adult.

Mandates all ATVs comply with American National Standard ANSI/SVIA-1-2007 or be equipped with functioning brake systems, muffler systems, and spark arresters.

Prohibits ATV operation on public streets, roads, and highways (except at designated trail crossings made at 90-degree angles with proper safety procedures), on interstate/limited access highways, and by operators under 16 without approved safety helmets and eye protection.

Violations are punishable by fines up to $1,000, with parents or guardians of minors liable for fines imposed on their unemancipated children.
