Adds new section 444- to Hawaii Revised Statutes allowing the contractors license board to accept equivalent knowledge, training, or experience in lieu of specific experience requirements, including self-employed or unlicensed experience.

Requires the board to investigate and verify any equivalent experience claimed and make a detailed written finding if accepting such experience in place of standard requirements.

Mandates that written findings accepting equivalent experience be made available for public inspection.

Amends section 444-11(a)(2) to reference the new equivalent experience provision rather than the previous language allowing self-employed or unlicensed experience acceptance.

Takes effect upon approval.
