Requires the Auditor to conduct a management and financial audit of services provided by Evercare and Ohana Health Plan to Medicaid clients under the QUEST Expanded Access Program.

Requires the Department of Human Services to develop with the Department of Health a fair discharge and referral system for Medicaid clients.

Requires the Department of Human Services to collaborate with stakeholders to develop a methodology for fair and equitable reimbursement payments based on patient acuity.

Sets the effective date as July 1, 2050, to allow for further discussion on the measure.
