Creates a non-school-hour programs special fund with $1 from the sale of electronic devices, computers, or computer equipment costing $_____ or more, with funds administered by the Department of Education.

Expands the definition of non-school-hour programs to include child-care, tutoring, education classes, remedial classes, arts/crafts, sports, recreation, career exploration, leadership programs, environmental stewardship, financial education, life skills classes, and cultural enrichment activities at public schools, parks, and community locations.

Appropriates funds from general revenues to the non-school-hour programs special fund for fiscal year 2012-2013, with allocation split 40% to counties, 40% to Department of Education (based on weighted student formula), and 20% to Office of Youth Services.

Authorizes use of appropriated funds for non-school-hour program operations and for purchasing or leasing vehicles to transport students to programs held outside of schools.

Clarifies that new appropriations for non-school-hour programs shall not replace existing funding for current programs, with the Act taking effect upon approval except appropriation sections take effect July 1, 2012.
