Establishes that knowingly using a computer to commit harassment under HRS 711-1106 or harassment by stalking under HRS 711-1106.5 constitutes the offense of use of a computer in the commission of a separate crime.

Clarifies that use of a computer in commission of a separate crime includes knowingly using a computer to pursue, surveil, contact, harass, annoy, or alarm a victim or intended victim.

Addresses cyberbullying by treating computer-facilitated harassment and stalking as separate criminal offenses to prevent emotional harm from dissemination of personal information via the Internet or wireless communication.
