Expands the purpose of the State of Hawaii endowment fund to include music education by professional musicians, in addition to symphony orchestra music production.

Allows up to 3 percent of the endowment fund principal to be used for operations of an Oahu-based symphony orchestra during exigent circumstances, as determined by the state foundation on culture and the arts.

Eliminates dollar-for-dollar matching requirements and the February 28, 2013 deadline for collecting pledges that were previously tied to the $4,000,000 appropriation from 2006.

Broadens eligible recipients to include Oahu-based youth symphony orchestras existing prior to the bill's enactment, particularly for music education initiatives.

Makes an appropriation from general revenues for fiscal year 2012-2013 to support music production and education by an Oahu-based symphony orchestra, effective July 1, 2012.
