Changes the allocation of transient accommodations tax revenues to the convention center enterprise special fund from a calendar year basis to a fiscal year basis.

Aligns the timing of fund deposits with expenditures, which are currently made on a fiscal year basis.

Addresses occasional shortfalls in the fund's ability to pay debt service for the Convention Center by synchronizing deposit and spending cycles.
